The Paderanga-Varela Memorial Lecture (PVML) is held in honor of two late co-founders of the Foundation for Economic Freedom (FEF): former Socio-economic Planning Secretary Cayetano Paderanga Jr. and former Department of Education Undersecretary Francisco Varela. The lecture aims to engage and educate main stakeholders on some of the key issues facing our country today.
Previous lectures addressed issues on ENDO, national land use policy, capitalism in developing countries, policy reform proposals for the agricultural and labor sectors under the new normal, and the education crisis in the Philippines.
Dr. Vicente Paqueo, a fellow of FEF and the Philippine Institute for Development Studies, presented his and Dr. Aniceto Orbeta’s paper on “Beware of the ‘End Contractualization!’ Battle Cry.”
Dr. Arturo Corpuz, an urban planner, presented his insights on the need to clearly understand what a national land use policy is and its relation to the proposed legislation.
National Scientist and FEF Adviser Dr. Raul Fabella tackled capitalism in developing countries – the central problem of weak institutions and their implication on Philippine economic development.
FEF Fellows presented and discussed policy reform proposals for the agriculture and labor sectors in a post-pandemic economy.
FEF Fellows Dr. Aniceto Orbeta, Dr. Vicente Paqueo, and Dr. Victor Limlingan Sr. highlighted gaps and provided possible solutions in addressing challenges faced by the country’s education sector post-COVID19.
